Are there permanent ways to make my chest hair thicker or thinner?

Yes. Chest hair can be permanently reduced with laser hair removal. The laser is picked up by the pigment around the hair follicle, so it works on brown, black and darker red hair. Blond and white hair is better treated with electrolysis.

If you want thicker chest hair, it can be filled in with your own hair. Individual hairs are taken from the back of your hair, in a way that neither you nor anyone else will know that it was taken, and placed artistically to give you fuller chest hair.
